Preparing, recruiting, and retaining qualified individuals to enter the teaching profession
The Recovery Package seeks to address teacher shortages and modernize the teaching workforce. Funding under this legislation will allow school districts to provide clinical experience and placement for teacher candidates and through the partnerships, offer opportunities for new teachers in the school district to get on-going support. Additionally, depending on the focus of the partnership, support can also be given to prepare general education teachers to more effectively teach students with disabilities, as well as assist those seeking to become administrators or principals in obtaining their full State certification or licensure. Funds may also be used to establish methods to recruit qualified individuals to become school leaders.

  • What is the program and how much is available?

    The Teacher Quality Partnership Grants is a program authorized under Title II of the Higher Education Act. The American Recovery and Reinvestment Act provides $100 million for this program.
  • How will this program work?

    Shortly after the President signs the legislation, the U.S. Department of Education will issue a notice in the Federal Register requesting proposals for this particular program. Since the program is a competitive grant, applications will have to be submitted by a deadline and awardees will be announced following a review period.
  • How can my school district access funds for this program?

    The program functions through partnerships which are comprised of: an institution of higher education; a teacher preparation program; a school or department of arts and sciences; a high-need local education agency; AND EITHER a high-need school OR a consortium of high-need schools served by the high-need local education agency. High-need early childhood education programs may also qualify as a partner. Your school district, if determined to be a high-need local education agency, may participate in the partnership.
  • How can my school district become part of the partnership?

    Contact the teacher education programs that feed into your school district to see if they are considering applying for the grant. The California State University system has participated in the past and received funds under this program so they would be a good place to start as well.
Rewarding Teacher Excellence
The recovery package provides for competitive grants to school districts and states that want to implement performance pay that rewards educators for outstanding performance as well as institute career ladders that enable teachers to take on additional responsibilities and leadership roles.

  • What is the program and how much is available?

    The Teacher Incentive Fund is an existing program that has been funded since 2006. The American Recovery and Reinvestment Act provides $200 million for this program.
  • What are the goals of this program?

    1. Improving student achievement by increasing teacher and principal effectiveness;
    2. Reforming teacher and principal compensation systems so that teachers and principals are rewarded for increases in student achievement;
    3. Increasing the number of effective teachers teaching poor, minority, and disadvantaged students in hard-to-staff subjects; and
    4. Creating sustainable performance-based compensation systems.
  • How can my school district access funds for this program?

    This funding is an expansion of the existing Teacher Incentive Program.
